Fresh Negotiations in Abu Dhabi Under the Shadow of Russian Strikes

A new round of U.S.-mediated talks on Ukraine commenced in Abu Dhabi on February 4. The negotiations began just after Russia launched a massive attack on Ukrainian infrastructure, an act likely to significantly impact the atmosphere and tone of the discussions. The overnight assault targeted Kyiv, Dnipro, Kharkiv, Sumy, and Odesa with 450 drones and 71 missiles, including ballistic types. The situation for civilians is further complicated by temperatures in Ukraine plummeting below -20 degrees Celsius.

U.S. President Donald Trump expressed concern, noting that Russian promises had included refraining from strikes on Kyiv and other major cities for a week. However, Kremlin press secretary Dmitry Peskov warned that any pause would last only through the weekend. The composition of the Ukrainian delegation has seen notable changes, including the new Head of the Office of the President of Ukraine, Kyrylo Budanov, and National Security and Defense Council Secretary Rustem Umerov. David Arakhamia leads the parliamentary faction of the 'Servant of the People' party.

The Russian delegation is headed by the Chief of the Main Directorate of the General Staff of the Russian Armed Forces, Igor Kostyukov, and includes military intelligence officer Alexander Zorin. Some experts believe the changes in the Ukrainian delegation could positively influence the negotiation process. One Republican expert noted that since David Arakhamia joined the team, there has been a noticeable improvement in communication with Russian negotiators, who, in his view, have begun to respect the Ukrainian representatives as people willing to seek compromises.

Despite diplomatic efforts, some Ukrainian officials express doubts about Russia's intentions. Andriy Sybiha observed that expectations of diplomatic efforts did not deter Russia from terrorist attacks on civilians. Mykhailo Podolyak emphasized that the Russian 'ceasefire' appears more like a stockpiling of missiles for a future strike, indicating a lack of intent to stop the war or engage in genuine diplomacy.

Challenges and Prospects

This new round of talks unfolds against a backdrop of significant military and humanitarian challenges. As a former high-ranking Ukrainian official notes, a peace deal ending the war could substantially reduce the conflict's momentum, making it harder for European leaders to justify the sacrifices needed to increase defense spending. Meanwhile, experts point out that Vladimir Putin faces difficulties justifying the war's costs, and accepting a negotiated settlement that does not deliver him a clear victory would pose a serious domestic problem.

The Abu Dhabi talks have the potential to become a crucial stage in the development of the situation around Ukraine. However, the uncertainty and tension following the recent attacks could significantly complicate the peace process. These negotiations are a critical test of whether diplomacy can gain traction amidst ongoing violence.
