Revised Entry Requirements for Ukraine's Civil Service

The Ukrainian Ministry of Defense has clarified a new law setting requirements for men seeking to enter the civil service. Under the updated rules, the mandatory Basic General Military Training (BZVP) has been abolished, but a requirement for experience in military or equivalent service remains. These changes will take effect no sooner than one year after the termination of martial law in Ukraine. This reform reflects the ongoing adaptation of state institutions during a period of national conflict.

Requirements for Civil Service Candidates

According to the new stipulations, men under 60 must have experience in military or equivalent service to join the civil service. The mandatory requirement to complete Basic General Military Training has been removed from the law's updated version. Previously, candidates under 60 could not enter the civil service without having completed either basic training or military service, except for those deemed medically unfit.

Currently, a first-time candidate under 60 will be unable to join the civil service unless they have completed one of the following types of service:

  • military service
  • service in the military reserve
  • service in bodies tasked with ensuring national security and defense
  • military training under a reserve officer training program

The cost of undergoing Basic General Military Training is no longer a condition for civil service entry.

Similar military service requirements will also be introduced for candidates seeking roles in local self-government bodies and for prosecutor positions. According to the Ministry of Defense, the new requirements for civil service candidates will be applied no earlier than one year from the day martial law in Ukraine is terminated or canceled.

It is important to note that the requirements do not apply to individuals deemed medically unfit for military service. The Ministry of Defense emphasized:

“To enter the civil service, men under 60 must have experience in military or equivalent service – this norm was clarified in the new law. At the same time, the requirement for mandatory completion of Basic General Military Training has been abolished.” - Ministry of Defense of Ukraine

These changes are part of a broader reform aimed at improving Ukraine's civil service system and provide an opportunity for a greater number of candidates to access state positions amid the country's changing socio-political situation.

The amendments to the civil service entry requirements demonstrate an adaptation of legislation to the needs of modern society during wartime. Removing the basic training requirement may facilitate access to state positions, which is important in the context of building an effective civil service.
