Olga Khilchuk, a specialist in accounting automation and tax consultant, developed a detailed guide for Ukrainians on digitizing paper employment records and transferring data to the Pension Fund.


Due to the transition to electronic employment records in Ukraine, timely submission of data from paper documents is crucial for accurate accounting of experience and receiving future pensions.

Khilchuk refuted several common myths, noting that modern retirees do not need to re-digitize their employment records, as the data is already in the system at the time of pension assignment.


'To put it simply, there is no need, as your pension file has already been formed, and the records from the employment book were also digitized when you were assigned pension',
explained the expert.


The idea of using the 'Diya' application for digitization was also rejected. As Khilchuk noted, the only correct online tool is the web portal of the Pension Fund of Ukraine.



Step-by-step digitization algorithm


The digitization process includes several stages:



  • Verification: Check whether your employment record has already been digitized in the PFU system.

  • Preparation of scanned copies: Make color scanned copies of all pages of the employment record.

  • Authorization on the PFU portal: Log into your personal account to upload documents.

  • Document submission: Upload scanned copies to the PFU web portal.

  • Signing and sending: Sign files with electronic signature and send them to the PFU.

  • Control: Monitor the status of the application in the 'My requests' section.


Experts recommend not to delay this process to ensure the accuracy of experience data and avoid problems in the future.



Deadline for the transition to electronic employment records


Ukrainians need to digitize their paper documents into a digital format by June 10, 2026. Failure to do this in a timely manner may lead to loss of insurance experience and delays in pension issuance.


If the deadline requirements are not met, the experience will not be lost, but for completeness of data and to avoid problems, it is recommended to digitize employment records in a timely manner.
