During the High-Level Diplomatic Conference in The Hague, on behalf of President Volodymyr Zelensky, Foreign Minister Andrii Sybira signed the Convention on the establishment of an International Compensation Commission on behalf of Ukraine.
“Achieving justice is a team effort as well as a long-term game. And we are successfully moving in that direction. Russia and Russians must be punished and must pay for their crimes,” emphasized the minister.
Creating effective international mechanisms to hold the aggressor state accountable and compensate for damages is an extremely important task today. Andrii Sybira noted that justice is a key, integral element of real and lasting peace for Ukraine.
Establishment of the Compensation Commission
The convention is the third fundamental element of the infrastructure to hold the Russian Federation accountable, alongside the Special Tribunal for the crime of aggression against Ukraine and the Register of Damages. The convention establishes the Compensation Commission as an independent international body within the institutional framework of the Council of Europe.
The Commission will consider claims for compensation for damages, losses, and harm caused by internationally wrongful acts of the Russian Federation in Ukraine or against Ukraine and determine the amount of compensation in each specific case.
Ukraine signed the Convention on the establishment of an International Compensation Commission at the diplomatic conference in The Hague. The Foreign Minister pointed out that this is an important step towards ensuring justice and compensating for the damage caused by the actions of the Russian Federation. The creation of the compensation commission is yet another tool for holding the Russian Federation accountable for aggression against Ukraine.
