Group Uncovered for Organizing Illegal Mobilization Deferments
Police in Ukraine's Sumy region have exposed a four-person group that ran an illegal scheme to obtain military draft deferments for conscription-age men using a fake college. All suspects, including a married couple and two of their acquaintances, have been formally notified of the charges against them. This case highlights ongoing efforts to combat draft evasion as Ukraine continues its defense against the Russian invasion.
Investigators found the group had registered an entity they claimed was a vocational education institution, but which in fact carried out no educational activities. The perpetrators created counterfeit documents, including fake orders appointing men of conscription age to positions as teachers, methodologists, and other staff. Using these forged papers, the men were then able to obtain deferments from mobilization at territorial recruitment and social support centers.
Searches and Consequences
Law enforcement officers conducted searches, seizing mobile phones, documents, records, and other evidence confirming their involvement in the criminal activity. All four individuals have now been served notices of suspicion under Part 2 of Article 28 and Part 1 of Article 114-1 of the Criminal Code of Ukraine. These articles pertain to obstructing the lawful activities of the Armed Forces of Ukraine and other military formations, committed by a group of persons.
Police investigators noted that the institution, headed by one of the group's participants, did not conduct any actual educational work. The investigation is ongoing, with law enforcement continuing to gather evidence. The crackdown on such fraudulent operations is a critical part of ensuring a fair mobilization process and supporting military readiness during wartime.
