Over €251 Million Secured for Housing Programs in Ukraine

Funding for Ukrainian Housing Initiatives

At the Ukraine Recovery Conference 2026, more than €251 million was raised to support housing programs for Ukrainians who lost their homes due to the war. These funds are allocated to several key initiatives, including:

  • eRecovery
  • Housing for Internally Displaced Persons (IDPs) from temporarily occupied territories
  • Housing for veterans
  • Grant funding

The financing agreement was signed in partnership with the Council of Europe Development Bank, which plays a key role in this effort. Specifically, the eRecovery program—also known as the HOME project—has secured €100 million, with €50 million from the Council of Europe Development Bank itself and another €50 million from the Italian government. The Housing for IDPs from temporarily occupied territories program received €80 million, which will fund approximately 2,000 housing vouchers, prioritizing veterans and individuals with war-related disabilities. Additionally, €60 million has been allocated to the Housing for Veterans program, enabling over 1,500 subsidized mortgage loans. Furthermore, more than €11 million in grant funding will go toward advancing the eRecovery mechanism.

These efforts aim to restore housing conditions for those affected by the armed conflict and provide support to the most vulnerable segments of the population.

International Collaboration in Housing Recovery

This large-scale mobilization of financial resources for housing reconstruction in Ukraine highlights the critical role of international cooperation in addressing the humanitarian challenges caused by the war. These programs will not only help rebuild homes but also foster social integration and stability within Ukrainian society, with a focus on the needs of vulnerable groups such as veterans and people with disabilities.

In addition to the recent funding secured for housing initiatives, the government has also introduced a comprehensive strategy aimed at providing long-term accommodation solutions for those displaced by the conflict. This new housing plan outlines significant measures to ensure that displaced persons have access to stable and sustainable living conditions, further underscoring the commitment to rebuilding communities affected by the war.
