The State of Ukraine's Labor Market in 2025
In 2025, Ukrainian employers posted nearly 450,000 job openings, indicating significant activity in the labor market. According to data from the State Employment Service, the highest demand was for skilled trades and service sector roles. This reflects the current economic conditions and workforce needs in the country, which continues to rebuild and adapt.
Most Sought-After Positions
The top three professions in terms of demand were:
- General laborers, with 19.2 thousand vacancies;
- Food retail salespersons, with nearly 19 thousand openings;
- Motor vehicle drivers, with approximately 18 thousand positions available.
For every 10 driver vacancies, there were fewer than four applicants, highlighting a pronounced shortage of qualified professionals in this field.
Simultaneously, over 358,000 individuals were registered as unemployed in 2025, pointing to persistent challenges within the job market. The most common positions sought by job seekers were for sales roles, with nearly 21,000 applications, and for general laborer positions, with around 18,000 requests.
Interestingly, employers listed zero vacancies for certain specialized professions, including astronomers, geneticists, ballet dancers, and professional athletes, underscoring the specific, practical demands of Ukraine's current labor market.
This data shows that despite a substantial number of job openings, Ukraine's labor market faces specific challenges, including a high unemployment rate and a mismatch between the supply and demand for various professions. — State Employment Service
The abundance of vacancies in trades and services suggests the national economy requires labor in these sectors. However, this does not resolve unemployment issues in other professional fields. It is crucial for state authorities and employers to collaborate on workforce upskilling and aligning job offerings with the market's evolving needs.
