African Governments Appeal to Kyiv as Russia Recruits Continent's Citizens for War

Ukrainian Foreign Minister Andrii Sybiha has stated that Russia is engaged in the large-scale recruitment of citizens from African nations to fight in its war against Ukraine. This development has prompted several African governments to contact Kyiv, requesting assistance in repatriating their citizens. Ukrainian authorities are currently verifying reports of African mercenaries operating in occupied territories. This situation highlights how the Kremlin's war efforts are extending their reach into new regions, seeking manpower far beyond its traditional sphere of influence.

During a briefing with Ukrainian and international media, Sybiha highlighted a

"dangerous trend of Russia recruiting citizens from some, or many, African countries into its military."
The minister emphasized that this practice has motivated numerous African nations to seek Ukraine's help in bringing their people home.

Diplomatic Outreach and Cooperation

Ukraine has opened nine embassies across Africa, a move that has helped boost trade with the continent by one billion dollars. Sybiha also stressed the importance of food security, noting that

"we have another track that combines or enhances our African policy—food security."
He pointed out that Morocco and Egypt remain the largest stable importers of Ukrainian grain.

Ukraine is preparing to engage actively with Ghana, which will chair the African Union next year. In December of last year, Russia deployed mercenaries from 25 countries into its war with Ukraine, with the primary recruitment sources being:

  • Belarus
  • Tajikistan
  • Uzbekistan
  • Cuba
  • Kenya
  • China

The main motivations for foreign nationals participating in the war are financial reward, simplified pathways to citizenship, and amnesty for convicted criminals.

Furthermore, Sybiha underscored the importance of political and diplomatic support, particularly for votes on Ukrainian initiatives at the UN, stating that

"it is important for us to expand the number of countries from this region."
Ukraine also offers mutually beneficial cooperation to countries with significant energy reserves and is developing partnerships in digitalization and medicine.

In the context of counter-terrorism, some nations have already approached Ukraine for assistance in addressing terrorist threats, drawing on the unique combat experience of the Ukrainian Armed Forces.
