Ukraine Charts New Course in Africa with Strategic Meeting Led by Budanov
Interagency Meeting on Ukraine's Expanding African Presence
According to Главком: A high-level interagency meeting, chaired by Head of the Office of the President Kyrylo Budanov, was convened to discuss expanding Ukraine's presence in Africa. The meeting included the Minister of Foreign Affairs, representatives from the Office of the President, the Cabinet of Ministers, the Foreign Intelligence Service, and the Defence Intelligence of Ukraine. Participants identified priority countries for cooperation and discussed mechanisms for influencing the situation on the continent.
Kyrylo Budanov emphasized the critical need to intensify Ukraine's engagement in Africa, stating: 'For the first time, Ukraine has set itself the goal of comprehensively influencing the situation on the African continent and defending Ukrainian interests in this part of the world. Ukraine must affirm its status as a competitive and influential geopolitical player, assert its agency worldwide, and thereby advance its own economic, security, and other interests in any corner of the globe.'
During discussions on the African situation, meeting participants noted that Russia is actively recruiting citizens from African countries for the war, including as mercenaries. According to data presented, over 1,780 mercenaries from 36 African nations are fighting in the Russian army. This information was shared during a joint press conference with Ghana's Minister of Foreign Affairs, Samuel Okudzeto Ablakwa, where Kremlin methods were also discussed.
Ukraine's Priority Regions for Cooperation
The Maghreb and Sub-Saharan Africa were designated as priority regions for Ukraine. Participants agreed on a draft action plan that envisions using diverse instruments, such as:
- nation-states
- international organizations
- regional associations
- financial mechanisms
to ensure effective interaction and develop relations with African countries.
This meeting signals an intensification of Ukraine's foreign policy amid global geopolitical shifts, with Africa becoming a key area for developing economic and political ties.
