Growing Discontent Among Russian Elites

Frustration is mounting within Russia’s political and business circles toward President Vladimir Putin, driven by the protracted war in Ukraine, mounting economic challenges, and internet restrictions. Sources close to the Kremlin indicate that Putin has no intention of ending the conflict and remains convinced he can fully seize Donbas by year-end. European intelligence reports also suggest he receives distorted information about front-line developments, further alarming the elite.

Putin is reportedly seeing less value in negotiations mediated by Washington. Should Russia manage to break Ukraine’s resistance, he would aim to capture the unoccupied parts of Zaporizhzhia and Kherson regions. Elite dissatisfaction is fueled by inflation, tax hikes, and pressure on businesses. According to sources, oligarchs are afraid to voice dissent, as widespread internet blackouts and the expanding influence of the FSB cause widespread irritation.

The Situation Inside Russia

As one Kremlin insider puts it,

“At the dinner table, everyone talks about the internet. Right now, we’re somewhere closer to North Korea.”
Another contact notes that
“officials and military leaders paint a rosy picture for the president. They lie to him. That’s how the system Putin built works.”
This reflects deep disillusionment with his policies, felt even in the business community: “terrified deep down,” says one businessman interviewed by the publication.

Thus, the situation in Russia continues to deteriorate, with Putin persisting in his aggressive stance despite the growing discontent among elites.

These developments suggest that internal problems in Russia could undermine the regime’s political stability, yet Putin appears unwilling to alter his course. Elite dissatisfaction and economic hardship may trigger further protests or even shifts in power if conditions worsen. However, state control—through repression and censorship—makes it difficult for business leaders and officials to openly express their grievances.

As the situation within Russia continues to evolve, tensions are not only rising among the elite but also between different factions of power, particularly the technocrats and the FSB. This ongoing conflict is exacerbated by the war's toll on the economy and the increasing control over information.
