Corruption Scheme Uncovered in Defense Sector
Prosecutors from the Specialized Anti-Corruption Prosecutor's Office (SAPO) and detectives from the National Anti-Corruption Bureau of Ukraine (NABU) have exposed three individuals suspected of embezzling funds during the procurement of materials for the defense sector. The suspects include the first deputy director of a state-owned defense enterprise, the head of one of its structural divisions, and the director of a private supplier company. Their investigation revealed that in 2022, these individuals orchestrated a scheme to artificially inflate prices for aluminum rolling stock, resulting in losses exceeding 19 million hryvnias (approximately $480,000). This case highlights the ongoing challenges of safeguarding critical defense spending during wartime.
Investigation Details
The fraudulent activities under investigation took place throughout 2022. As part of the scheme, the supplier company submitted a commercial proposal with grossly inflated prices. Consequently, the state enterprise purchased the aluminum rolling stock at a price that was effectively double the market rate. The participants then laundered the illicit proceeds by converting them into cash, a method intended to conceal the crime. The exposure of this plot was a joint operation by NABU detectives and officers of the Security Service of Ukraine (SBU) in the Dnipropetrovsk region, conducted under the procedural guidance of SAPO prosecutors. The suspects' actions have been classified under the following articles of the Criminal Code of Ukraine:
- The first deputy director of the plant – Part 5 of Article 191;
- The head of the plant's structural unit – Part 5 of Article 27, Part 5 of Article 191;
- The director of the supplier company – Part 5 of Article 27, Part 5 of Article 191.
The investigation is ongoing, with law enforcement agencies continuing to gather evidence to prove the suspects' guilt.
