Ukraine's Ministry of Finance has refreshed its interactive dashboard tracking the number and pay of civil servants. Over the past year, the total headcount of government employees fell by more than 2,000 people. As of March 2026, 165,400 individuals received salaries from the state budget—2,200 fewer than during the same period last year.

Currently, 108,000 people work in central executive bodies at all levels, 34,200 are employed in the judiciary, and 23,200 serve in local state administrations. In March 2026, the average salary within central executive bodies reached 58,640 Ukrainian hryvnias, while the average pay for regional-level employees stood at 35,800 hryvnias.

Average Salaries Across Ukraine See an Uptick

In March 2026, the average salary for full-time employees in Ukraine rose to 30,356 hryvnias—a 7.2% increase compared to February 2026. The previous month saw an average of 28,321 hryvnias, which itself had grown by 1.2% from January. The highest pay levels were recorded in Kyiv, where the average salary hit 49,381 hryvnias. In Kyiv Oblast, the average reached 29,997 hryvnias; in Kirovohrad Oblast, it was 21,375 hryvnias; and in Chernivtsi Oblast, 21,453 hryvnias.

Overall, the updated dashboard points to a gradual reduction in the number of civil servants, alongside a rise in average wages across the country.

The shrinking civil service may reflect ongoing efforts to streamline government operations—a key part of Ukraine's administrative reforms. At the same time, the increase in average salaries suggests improving economic conditions, though regional pay disparities highlight the need for further policies to balance incomes.
