In March 2026, data on civil servants' salaries in Ukraine was updated. The highest payments exceed 100 thousand hryvnias, while in some agencies, they are almost three times lower. The difference depends on the institution and the level of government. This is reported by the Ministry of Finance of Ukraine.

Salaries of officials in 2026: how much is paid in government agencies

According to the Ministry of Finance, in March, salaries were accrued for 165.4 thousand civil servants — this is less than last year.

In central government bodies (ministries, parliament, tax service, customs):

  • average salary — 58.6 thousand UAH

  • number of employees — about 108 thousand.

Among the leaders in terms of payment:

  • Antimonopoly Committee — 95.9 thousand UAH

  • State Inspectorate for Energy Supervision — 37.7 thousand UAH (the lowest indicator).

This indicates a significant difference in payment even among central agencies.

Civil servants in the regions: where is more paid

In local government administrations, salaries are lower. In March, 23.2 thousand people worked there with an average payment of 35.8 thousand UAH.

The highest salaries were recorded in:

  • Kherson region

  • Zaporizhia region

  • Odesa region.

The lowest salaries are in Chernivtsi, Khmelnytskyi, and Kirovohrad regions.

Judicial system: where salaries exceed 100 thousand

The highest payments are traditionally in the judicial branch of power. Here, 34.2 thousand people work.

Among the leaders:

  • Higher Court on Intellectual Property — 102 thousand UAH

  • High Council of Justice — 62.4 thousand UAH

  • Higher Anti-Corruption Court — 60.4 thousand UAH

  • Supreme Court — 56.3 thousand UAH.

At the same time, in the Constitutional Court, the average salary is 49.3 thousand UAH.

The Ministry of Finance clarifies that these amounts include bonuses, compensations, and other additional payments.

According to the State Statistics Service, the average salary in Ukraine in March was 30,356 UAH, which is significantly lower than the figures in government agencies.

This means that the level of wages in the public sector varies significantly depending on the institution, and in certain bodies, it exceeds the average figures across the country by several times.
