Fines for Drivers: A New Penalty System is Being Introduced

Ukraine is preparing to introduce a system of penalty points for drivers based on European standards. This was stated by Volodymyr Kreidenko, Deputy Chairman of the Verkhovna Rada Committee on Transport and Infrastructure.

Penalty Points for Drivers in Ukraine

The new system is designed to discipline drivers and prevent systematic violations of traffic rules. The main idea is that for each violation of the traffic rules, the driver will receive penalty points, which will accumulate in their account.

"The philosophy of this system is to make people understand: if they regularly violate the rules — exceed the speed limit, park incorrectly, or create dangerous situations — they accumulate penalty points. And when such points become too many, it can even lead to losing their driver's license", — explained the deputy.

Fighting Systematic Violators of Traffic Rules

According to Kreidenko, there is currently no real accountability for drivers who systematically ignore traffic rules in Ukraine. The existing legislation does not provide an effective mechanism to limit such violators.

"There are so-called speeders or «majors» who can receive dozens of fines daily but continue to drive over the speed limit, creating danger for themselves and others. The law does not provide a mechanism to effectively restrict such individuals", — noted the parliamentarian.

Key principles of the penalty points system:

  • for each violation of traffic rules, the driver receives a certain number of penalty points depending on the severity of the offense;
  • points accumulate and are stored in the database for a specified period;
  • upon reaching a critical number of points, the driver may temporarily or permanently lose the right to operate a vehicle;
  • the system motivates compliance with rules, as regular violations lead to serious consequences.

A similar system has long been and successfully applied in European Union countries. There, drivers who repeatedly violate traffic rules risk not only financial penalties but also the loss of their driving rights for a certain period. This significantly raises the level of discipline on the roads and reduces the number of traffic accidents.

When Will the New Point System for Drivers Start?

The specific timelines for implementing the system and details of its functioning are still being clarified. The bill must be considered by the Verkhovna Rada and gain the support of lawmakers. After the law is passed, time will be needed to create the technical infrastructure and inform drivers about the new rules.
