Presentation of the 'Employment Strategy for the Population - 2030'
The Ministry of Economy has presented the draft of the 'Employment Strategy for the Population - 2030', which aims to create a modern inclusive labor market system. The main goal of this strategy is to transform the outdated labor market and attract at least 2 million people who are currently outside the labor market to the economy. This has become one of the key challenges facing the Ukrainian economy.
Main elements of the strategy
Starting from January 1, 2026, the State Employment Service will transition to a proactive work format, allowing for more effective responses to market needs. One of the important elements of the strategy is the launch of the 'Grant for Professional Development' program, planned for March 2026. Citizens will have the opportunity to receive up to 15,000 hryvnias for training in 155 working professions, which will help improve qualifications and competitiveness in the labor market.
Among the main directions for implementing the strategy, the following are also planned:
- creation of the digital ecosystem 'Horizont';
- implementation of AI for job matching;
- simplification of employment processes;
- creation of a nationwide call center;
- provision of grants for training in accordance with European standards.
As Daria Marchak noted, 'systematic assistance to veterans, women, youth, internally displaced persons, people with disabilities, and those aged 55+ is the only way to overcome the personnel shortage in the country.'
Yulia Zovtyak added that 'this is about a system of opportunities to remove barriers in the labor market and give everyone a real chance to work and develop.'
Thus, the 'Employment Strategy for the Population - 2030' has the potential to significantly change the labor market in Ukraine and provide greater inclusivity for all segments of the population.
The proposed changes in the labor market could become an important step toward overcoming the economic challenges faced by Ukraine. Attracting new participants to the labor market and improving their qualifications will not only help improve the economic situation but also contribute to the creation of a more inclusive society. The implementation of the 'Grant for Professional Development' program and other initiatives can become the basis for forming new opportunities for those who today remain outside the labor market.
