The Ministry of Justice of Ukraine signed two contracts with the international law firm 'Staiger Attorneys-at-Law Ltd.' (Switzerland) for a total amount of $245 thousand (10.27 million UAH) to provide legal services to the Ministry of Defense. The legal proceedings concern undelivered ammunition shipments in 2022. This was reported by 'Glavkom' referring to Nashe Hroshi.
As indicated in the 'Prozorro' system, the contracts were signed on December 19, 2024, and July 16, 2025.
Case against 'Regulus Global LLC'
Contract No.403/1/22/224 dated June 23, 2022, provided for the supply of 122 mm caliber shells: 20 thousand reactive M210F for BM-21 'Grad' systems and 20 thousand for the D-30 howitzer with a full charge. The Ministry of Defense fully paid the contract price of $48.73 million. However, the company delivered only 8,760 shells of the first type and 2,494 shells of the second type with a reduced charge, which were rejected by the Ministry of Defense. The amount of claims is $13.08 million and 5% per annum.
According to 'Financial Times', the founder of 'Regulus Global', Somerindike, was already accused of fraud in 2012. Previously, this company had a $1.7 billion contract with 'Spetstekhnoeksport' for the supply of 155 mm artillery shells. The Ukrainian side paid an advance of $162.6 million and €14 million, but accused Regulus of failing to fulfill the contract and irreversibility of funds. Since September 2024, Regulus stopped communication with 'Spetstekhnoeksport', which demands to recover $346 million in arbitration proceedings in London.
Case against 'Centcom Global Inc.'
This case concerns contract No.403/1/22/36 dated March 16, 2022, for the supply of new high-explosive shells of 152 mm caliber: 4 thousand pieces for 2A36 'Giant-B' artillery and for D-20/2S3 howitzers. The Ministry of Defense paid the full contract amount of $20.13 million. However, the company delivered only one thousand shells of the first type and 540 shells of the second type. The amount of claims is $18.24 million and 5% per annum.
In December, the Ministry of Justice, with the help of the Foreign Ministry, GUR of the Ministry of Defense, SVR, and SBU, selected four Swiss law firms that had no conflict of interest and ties to Russia. Among them, 'Staiger Attorneys-at-Law Ltd.' offered the third cheapest price ($35,500) after 'Walder Wyss Ltd.' ($26,100) and 'MLL Legal' ($37,000). However, the cheapest 'Walder Wyss Ltd.' refused to participate, so the contract was signed with 'Staiger Attorneys-at-Law Ltd.'.
The companies Regulus Global LLC and Centcom Global Inc. are accused of failing to fulfill contracts for the supply of ammunition to the Ministry of Defense of Ukraine. As a result, the affected state budget amounts to over $30 million. The legal proceedings continue, and experts note the importance of defending the state's rights in the context of international contracts.
