Ukraine's Pension Fund Meets with World Bank Delegation

A delegation from the World Bank, led by Paolo Belli, Practice Manager for Social Protection and Labor in the Europe and Central Asia region, met with Ukraine's Pension Fund (PFU) on March 4-5, 2026. The discussions centered on the PFU's performance in administering pension and social payments, a responsibility expanded after it took over certain functions from other social protection agencies. This review is part of broader international efforts to support Ukraine's institutional resilience and reform agenda.

Primary Discussion Topics

The meeting placed particular emphasis on several critical areas:

  • Internal organizational reforms;
  • Digitization of administrative processes;
  • Ensuring the continuity of payments;
  • Managing increased operational workloads;
  • The expansion of the Fund's official mandate.

Additional attention was given to improving customer service, developing digital services, and enhancing the overall management efficiency of social programs.

The World Bank delegation also visited a PFU service center in Kyiv. There, they observed the citizen reception process, examined consultation procedures, and analyzed the client journey from initial registration to final service delivery. Following the meetings, both parties agreed to continue their partnership, aiming to provide effective support to vulnerable population groups.

The meeting between Ukraine's Pension Fund and the World Bank delegation highlights the intensifying cooperation between Ukraine and international financial institutions regarding the reform of social programs.

The World Bank's support in refining pension payment administration and advancing digital services could significantly improve the accessibility and quality of social services for citizens, especially for vulnerable groups. Such collaboration may also serve as a crucial step in rebuilding public trust in state institutions during a challenging period.
