Gas Service Tariff Adjustments Announced
On May 26, Ukraine’s National Energy and Utilities Regulatory Commission (NEURC) revised the fees for storing, injecting, and withdrawing gas from underground storage facilities (UGS). The decision aims to encourage gas accumulation ahead of the heating season. Under the new rates, the injection tariff has risen by 19.3% to 290.45 UAH per 1,000 cubic meters per day (excluding VAT). The withdrawal tariff also increased by 14.8% to the same level—290.45 UAH per 1,000 cubic meters per day (excluding VAT). Meanwhile, the storage fee dropped by 10% to 0.36 UAH per 1,000 cubic meters per day.
Transition to RAB Regulation
These tariff changes go hand in hand with Ukrtransgaz’s shift to multi-year incentive-based regulation (RAB), which takes effect on June 1, 2026, and will run through March 31, 2029. The RAB methodology was formally approved in March 2026.
In 2025, Ukraine imported 6.47 billion cubic meters of gas—the highest figure in five years and nearly nine times the 724 million cubic meters imported in 2024. At the same time, domestic gas production fell by about 10.6% to 16.97 billion cubic meters, largely due to Russian strikes destroying gas infrastructure.
The revised gas service tariffs could significantly shape Ukraine’s preparation for the heating season by prompting more resource storage. Higher injection and withdrawal fees reflect the need to adapt to evolving market conditions and bolster the country’s energy security. With domestic output declining and imports rising, stable pricing and affordable access to energy remain critical for consumers.
The introduction of RAB regulation may also improve the investment climate in this sector, encouraging infrastructure modernization.
