In Ukraine, over nine months of 2025, territorial recruitment centers opened more than 47 thousand cases for violations of military registration rules. About a third of them have already been completed, and the monthly rate remains steadily at 4.5 thousand new cases. This was reported by Opendatabot.
Where in Ukraine are the most cases opened by military recruitment centers
The most cases this year were opened in the capital – 7,163 cases or 15% of the total. Next in the ranking are:

Sumy region – 4,251 cases (9%);

Odesa – 3,995 cases (9%);

Dnipropetrovsk – 3,846 cases (8%);

Kharkiv – 3,349 cases (7%).
July was record-breaking for the number of new cases – 7,595 openings. Almost two thousand of them were in Kyiv, accounting for 26% of all cases for the month.
In which regions did military recruitment centers issue the fewest fines
The fewest violations are recorded in the west and in combat zones. Lviv region has only 626 cases, Rivne region – 464, Ivano-Frankivsk – 315, Kherson – 137, and in Luhansk region – only 11.
Most fined have been men aged 25 to 45 years (80% of cases). Women account for only 98 cases or 0.2%. Since July 31, 2025, when new accounting rules for women with medical and pharmaceutical education came into effect, 26 cases have already been opened against them.
Record for the number of fines from military recruitment centers per person
The absolute record holder was the Sumy city military recruitment center: they opened 9 cases against two men, and another 8 against one more. This is the highest indicator in the country.
On average, military recruitment centers across Ukraine open more than four thousand cases every month, and the trend currently shows no decrease in activity.
