Compensation Payments for Ukrainian MPs in 2026
In 2026, Ukrainian members of parliament will receive monthly compensation payments for performing their duties, amounting to approximately 199,6 thousand hryvnias. This represents a threefold increase compared to the previous period, resulting from a change in the calculation mechanism. The 2026 state budget stipulates that the expense compensation for MPs will be equivalent to three monthly salaries instead of one. To facilitate this change, part four of Article 32 of the Law on the Status of the People's Deputy has been suspended.
The monthly salary of a people's deputy before taxes is approximately 60-65 thousand hryvnias. Consequently, the compensation for expenses related to their parliamentary duties in 2026 will reach nearly 200 thousand hryvnias per month. Several deputies have already declared these amounts, including representatives from the Batkivshchyna party:
- Serhiy Vlasenko
- Oleksandr Abdullin
- Hryhoriy Nemrya
- Mykola Tymbalyuk
- Ivan Kyrylenko
- Yulia Tymoshenko
It is worth noting that Yulia Tymoshenko was recently served with a notice of suspicion by the National Anti-Corruption Bureau of Ukraine (NABU). Additionally, Servant of the People MP Serhiy Babak has reflected the nearly 200,000 hryvnia payment in the declaration registry.
Comments and Discussion
The National Agency on Corruption Prevention (NACP) has clarified that these compensation payments for MPs are not considered income and are not subject to mandatory declaration. In January-February 2026, the NACP registry was updated with dozens of notifications from MPs regarding these payments. The new legislation also provides for monetary compensation for previously unused days of annual paid leave.
“Prices have risen, which is why the Verkhovna Rada voted to increase expenses.”
Serhiy Vlasenko
Vlasenko emphasized that there is a misconception that deputies have the highest salaries and best conditions. He also commented on declarations, stating he finds it absurd that any person receiving funds from the state budget should have to declare these sums. According to him, the purpose of a declaration is to prevent unjustified income, while funds from the budget are, by definition, justified and cannot constitute illegal enrichment.
This change in the payment mechanism for deputies has sparked active public discussion. The substantial increase in compensation occurs against a backdrop of rising prices and economic challenges in Ukraine, which may influence public perception of their elected representatives' work. The issue of declaring such payments remains pertinent, as it affects the transparency of budget fund usage and public interest in the financial accountability of MPs. Therefore, the situation requires further analysis and discussion at both the legislative and public levels.
