Poland is introducing new requirements for employers who hire foreigners, including Ukrainians with the CUKR card. From April 27, 2026, all applications for residency legalization will be submitted only online through the new MOS 2.0 system. This is reported by InPoland.
MOS 2.0 in Poland: how procedures for employers will change
After the launch of the MOS 2.0 system, foreigners will submit documents exclusively in electronic format. In the application, they must provide the employer's email, to which a special link will be sent.
The employer is required to:

click the unique link

fill out Appendix 1 with employment data

sign the document electronically.
For signing, the following may be used:

trusted profile
-
qualified electronic signature
-
electronic personal ID.
The link will be valid for only 30 days. If the company does not respond, the applicant's request will not be considered. After submission, the document cannot be changed or revoked.
At the same time, digitalization does not eliminate personal visits to voivodeship offices - foreigners must provide biometric data and show original documents.
The CUKR card for Ukrainians: what opportunities it opens up
From May 4, 2026, Ukrainians will be able to obtain a special CUKR card. It is designed for those who have been in Poland with UKR status for at least 365 days.
The card provides the following rights:

legal residence in Poland for up to 3 years

free access to the labor market

ability to start a business
-
travel in Schengen for up to 90 days within 180 days.
The period of residence under this card will also count towards the time required for obtaining long-term EU resident status.
It is estimated that Ukrainians make up about 70% of all foreign workers in Poland, so the changes will directly affect the labor market and employers.
It should be noted that from April 27, 2026, new rules for the legalization of residence and work for foreigners, including Ukrainians, will be introduced in Poland.
