Hungary’s Stance on Ukraine’s EU Membership Negotiations

Hungary has warned that it could automatically suspend negotiations on Ukraine’s accession to the European Union unless Kyiv fulfills agreements concerning the rights of the Hungarian minority in the Zakarpattia region. The warning came from Hungarian Foreign Minister Anita Orbán ahead of the EU Foreign Affairs Council meeting in Luxembourg. She noted that the deal between Budapest and Kyiv covers education, public administration, the use of symbols, and cultural rights for Hungarians living in Ukraine.

The agreement on protecting the rights of ethnic Hungarians in Zakarpattia was included in the Ukraine-EU Action Plan on National Minorities—an accomplishment Orbán described as significant. She stated:

“A major achievement last week was that this agreement was incorporated into the Ukraine-EU Action Plan on National Minorities.”
This pact has also become part of the first negotiating cluster, which is scheduled to open on June 15. That initial cluster addresses core issues such as fundamental rights, democracy, and the rule of law.

Anita Orbán further indicated that Hungary no longer opposes the start of Ukraine’s EU accession talks. However, she emphasized that

“if Ukraine does not implement this agreement, or implements it only partially, the accession process within this cluster will automatically be halted.”
Hungary rejects alternative membership formats for Ukraine and stresses the importance of adhering to the standard process based on the current enlargement methodology, which relies on merit and reforms.
