Over 41,000 Residential Buildings Being Readied for Winter 2026–2027 in Ukraine

Regional Resilience Plans: Implementation Progress Report

A report on the implementation of regional resilience strategies and preparations for the 2026/2027 heating season reveals notable advancements in critical infrastructure readiness. More than 41,000 residential buildings, 6,500 social facilities, and over 5,200 boiler houses have been prepared. To date, over 5,200 kilometers of heating networks have been readied, ensuring efficient heat supply during the autumn and winter months.

Work on 110 critical infrastructure sites has already been completed, with measures covering a total of 576 energy, life-support, and railway infrastructure facilities. Over 4.5 billion Ukrainian hryvnias have been allocated for the deployment of distributed generation. The level of backup power supply coverage for heating and water supply facilities stands at nearly 77%.

Infrastructure modernization initiatives could significantly improve residents' quality of life by reducing the risk of heat and water supply disruptions. Furthermore, investments in distributed generation may unlock new opportunities for regional development and bolster economic stability.

As the heating season draws nearer, the need for comprehensive resilience plans becomes increasingly critical. Notably, while significant progress has been made in preparing infrastructure across the country, Kyiv still lacks an approved plan, highlighting the disparities in readiness among different regions. Understanding these differences can shed light on the overall effectiveness of Ukraine's preparations for the upcoming winter months.
