Expert Consultations on Regulating Civilian Firearms in Ukraine

Ukraine has held expert consultations focused on establishing a legal framework for civilian firearms. The event brought together members of parliament, senior officials from the Ministry of Internal Affairs (MVS), the National Police, the Security Service of Ukraine (SBU), the State Bureau of Investigation (DBR), as well as representatives from the Presidential Office, non-governmental organizations, and the military, veteran, legal, and media communities. Interior Minister Ihor Klymenko stressed the urgent need to pass a law governing civilian firearm circulation.

During the consultations, participants highlighted the importance of modernizing and clearly defining firearm regulations.

“Firearms in Ukraine are already legalized. Certain types can currently be purchased by those meeting established criteria. However, the rules for their circulation require updating and precise regulation exclusively at the legislative level. This is a complex issue that we must resolve as directed by the President of Ukraine,” Klymenko stated.
This push for reform comes amid ongoing public debate about balancing individual rights with public safety.

Key Discussion Points

The main topics addressed during the consultations included:

  • the right to self-defense;
  • classification of permitted weapon types;
  • clear grounds for civilians to use firearms;
  • mechanisms for weapon confiscation in cases of threatening behavior or domestic violence.

Special attention was given to training—both theoretical and practical—as well as exams and infrastructure development involving the private sector. To enhance safety, screening mechanisms are planned for individuals with mental health conditions, addictions, or criminal records.

Consultation participants unanimously agreed on the need to adopt a law on civilian firearm circulation, noting that this issue is critical for both citizens and law enforcement.

“The path to legislative regulation of civilian weapon circulation is complex and contentious. But the position of the meeting participants is unified: a law on civilian firearm circulation in Ukraine is necessary. Moreover, it is one of the country’s European integration commitments,” Klymenko added.

In February 2022, the Verkhovna Rada voted on a law regarding the use and circulation of firearms among the population, which passed its first reading but was never further considered. Ukraine already has a functioning Unified Firearm Register, indicating some progress in regulating this area.

Discussions on legislating civilian firearm circulation in Ukraine represent a significant step toward ensuring the safety of both citizens and law enforcement. Aligning this sector with European standards could help reduce criminal offenses and increase gun owner accountability.
