Ukraine to Debate New Civilian Firearms Law

According to Главком: In response to a recent terrorist attack in Kyiv that claimed six lives, Ukraine's Ministry of Internal Affairs is launching a public consultation on a new law to regulate civilian firearms. The proposed legislation will establish a classification system for weapons and define rules for their handling. Interior Minister Ihor Klymenko announced that discussions with lawmakers, experts, and the public will begin next week.

Key Provisions of the Proposed Law

The draft law is expected to include several core components:

• Mandatory training courses;
• Revisions to criminal legislation;
• A legal definition of self-defense;
• The construction of shooting ranges;
• Regulations for firearm storage.

"I want a law on civilian firearms. A person must complete a training course, including on the safe handling of the weapon. This is a whole system: changes to criminal legislation, defining self-defense concepts, building shooting ranges, and determining storage locations," stated Ihor Klymenko.

The push for this legislation follows the tragic events of April 18 in Kyiv's Holosiivskyi district, where a 58-year-old native of Moscow opened fire. The attacker initially argued with a neighbor and shot him with a non-lethal pistol. The subsequent rampage resulted in six fatalities, including a 12-year-old boy who lost both parents; it was later reported that the boy's maternal aunt also perished. This debate occurs as Ukraine continues to navigate complex security challenges beyond the ongoing war.

After the shooting, the assailant barricaded himself inside a supermarket and took hostages. Simultaneously, a fire broke out in the apartment where he was registered. The Kyiv city prosecutor arrived at the scene. The KORD special forces unit later stormed the building and neutralized the gunman. In connection with the incident, the National Police of Ukraine has initiated an internal investigation into the actions of police officers during the attack. Two patrol officers have been suspended pending the review, and a criminal investigation has been opened into the alleged dereliction of duty.

"We want this to be a system, so that people have the right to armed self-defense. And, most importantly, so that this person is properly trained," added Ihor Klymenko, emphasizing the importance of preparing citizens for responsible firearm ownership.

The types of weapons to be classified under the law include smoothbore hunting guns and rifled carbines. The ministry's efforts are aimed at ensuring citizen safety and preventing similar incidents in the future.
