Ukraine strengthens 'Made in Ukraine': what has changed for business since 2026

In January 2026, Ukraine reinforced its state policy to support the national producer 'Made in Ukraine' through new programs and tools to protect business. In order to support domestic producers, the government introduced a number of changes that will significantly affect the conditions for doing business in the country.

First of all, it is worth noting that the localization threshold for public procurement increased from 25% to 30%. This means that now more goods and services purchased by state institutions must be produced in Ukraine. It is also planned that by 2030, the localization threshold will increase to 40%, which will further stimulate the development of national production.

Furthermore, the budget for 2026 includes 1 billion UAH for property insurance against war risks. The cost of insurance will be 0.5% of the sum, and the payout limit will reach 10 million UAH. This decision aims to reduce financial losses for businesses amid instability.

A zero quota on the export of scrap metal and industrial wood has also been introduced. This decision aims to protect the domestic market and ensure the availability of raw materials for Ukrainian enterprises.

Business Support Programs

As part of the business support program, the amount of microgrants has also increased from 250 thousand to 350 thousand UAH. Grants up to 1 million UAH will be available not only for veterans but also for their parents and adult children, opening new opportunities for entrepreneurship development among these categories of the population.

To support national producers, 50 million UAH has been allocated in the 2026 budget to organize national stands, allowing Ukrainian companies to present their products at international exhibitions and fairs.

As noted by Dmytro Kysilevskyi, these changes will contribute to the development of the national business and strengthen the positions of Ukrainian manufacturers in domestic and foreign markets.

Thus, the innovations within the 'Made in Ukraine' policy aim to support national production, protect business, and create new opportunities for entrepreneurs in Ukraine.

The implemented changes in the policy to support national production have strategic significance for Ukraine's economic development, especially in the context of the challenges posed by war risks and economic instability. Increasing the localization threshold and new support programs may not only protect the domestic market but also stimulate investments in domestic production, which can positively impact employment and the overall economic state of the country.
