Ukraine risks not receiving €7.7 billion from the EU due to unmet reforms, stated Zheleznyak

Ukraine has 19 indicators Ukraine Facility that, according to MP Yaroslav Zheleznyak, remained unmet as of July 31. Their total value is about €7.7 billion, or over 400 billion UAH, and payments depend on the fulfillment of the conditions agreed with the EU. Zheleznyak stated this in a video on his YouTube channel "Iron MP".

According to the MP, the list includes indicators in the areas of judicial reform, combating human trafficking, energy regulation, human rights protection, and the functioning of state bodies. Some of them require the adoption of laws, while others involve the approval of strategies and programs.

Zheleznyak believes that some of the obligations can be fulfilled without lengthy political discussions; however, the government and parliament have not done so in a timely manner. He emphasized that the accumulation of unmet items may delay funding and complicate negotiations for further financial support.

At the same time, €7.7 billion is not an automatic payment that Ukraine has already lost. This is an estimate of the amount of funding tied to the indicators mentioned by the MP. The final decision on the tranches is made by European institutions after assessing the implementation of the Ukrainian plan.

Payments of Ukraine Facility: how the EU ties money to reforms

Ukraine Facility provides over €50 billion in support for Ukraine from 2024 to 2027. Over €38 billion under the first component is related to the reforms and investments outlined in the Ukrainian plan. Funds are disbursed after meeting defined indicators.

On June 8, the EU transferred Ukraine the seventh regular payment of nearly €2.8 billion. The EU Council reported that for this tranche, Ukraine met 11 out of 20 necessary steps, and part of previous obligations and indicators for future payments was accounted for separately.

After this payment, the total amount of support already provided under the Ukraine Facility exceeded €29.5 billion. However, the mechanism does not guarantee upfront funds: for each subsequent payment, Kyiv must confirm progress on the agreed plan. Details of the program's operation are explained by the European Commission.

Earlier, Zheleznyak announced an attack on corrupt officials due to the EU's requirements and €90 billion.
