EU Disburses €2.8 Billion to Ukraine Under the Ukraine Facility Program
Seventh EU Financing Tranche Received
According to Главком: Ukraine has secured its seventh tranche of funding from the European Union as part of the Ukraine Facility program. The total value of this installment is €2.8 billion, with €2.6 billion actually flowing into the state budget after the repayment of advance financing. Since the program's launch, Ukraine has attracted over €29.4 billion. The newly allocated funds are designated to cover priority state budget expenditures, particularly social and humanitarian needs.
Reform Milestones Met and EU Support
To qualify for this seventh tranche, Ukraine fulfilled 11 indicators outlined in the Ukraine Plan, spanning reforms in public administration, economic policy, energy, digitalization, and the rule of law. Kyiv has also implemented some obligations ahead of schedule for future funding stages. For the first time, Ukraine will receive additional compensation for this early reform progress. As Yuliia Svyrydenko noted,
“We will receive additional compensation for the first time due to the early implementation of reform commitments.”
As of late May, Ukraine had completed 86 measures under the Ukraine Plan, with another 65 at various stages of implementation. The Verkhovna Rada has ratified an agreement with the EU to secure up to €90 billion in financial aid for 2026–2027. Of this amount, up to €45 billion could be provided in 2026 alone. The package also includes €28.3 billion for defense needs and €16.7 billion for budget support in 2026.
The receipt of this seventh EU financing tranche underscores Ukraine’s efforts to meet reform-related requirements, which could significantly impact the country’s economic situation. The additional funding earned through early obligation fulfillment may serve as a key driver for further development in critical sectors, especially amid the current socio-economic climate. Swift implementation of planned measures could strengthen Ukraine’s international standing and ensure fiscal stability in the coming years.
