To receive payments from the start of the non-heating season—which began on May 1—Ukrainians must submit their housing subsidy applications by July 1. The deadline falls exactly two months after the season's start, and those who file their documents on that date will be eligible for payments retroactive to May 1. It is important to note that anyone applying after July 1 will only receive the subsidy starting from the month they submit their request.

Individuals who already received a subsidy during the previous period do not need to reapply, except for certain specific categories of citizens. Applications and required documents can be submitted through several channels, including:

  • service centers of the Pension Fund of Ukraine,
  • authorized officials of village, settlement, and city councils,
  • administrative service centers,
  • by mail to the local Pension Fund office.

Additionally, online submission options are available via the Pension Fund's e-services web portal, the Pension Fund of Ukraine mobile app, and the Diia government services portal.
