Paper Work History Records Lose Legal Priority for Ukrainians Starting June 10

Shift to Digital Employment Records

June 10, 2026, marks the end of a five-year transition period for converting paper employment records into digital format. This change affects Ukrainians who began working before January 1, 2004. After this date, the physical work record book will no longer serve as the primary document for tracking employment history, with priority shifting to data from the State Register of Insured Persons. Employers and citizens currently have the opportunity to digitize their paper records, a process enabled by Ukraine's Law No. 1217-IX, which launched the digitalization of labor relations in 2021.

According to information published by the outlet Glavcom, citing the Pension Fund of Ukraine, after June 10, 2026, the paper work record book will not be the main document for verifying employment history. It is important to note that work performed after January 1, 2004, is automatically recorded in electronic databases, while data on employment before that date remains in paper records and archives. Failing to digitize by June 10, 2026, will not result in penalties or data cancellation, but the absence of digital records may slow down the processing of benefit claims.

Legal Validity of Digital Documents

The Pension Fund of Ukraine's web portal will continue to accept electronic documents even after the transition to digital format is complete. Although the paper work record book will remain a legal document for confirming employment history, an online Extract from the Electronic Work Record Book (ETK) will carry the same legal weight. Employment information is submitted once, simplifying the record-keeping process.

Citizens should pay close attention to digitizing their pre-2004 employment history, as this will affect future benefit applications and the verification of their work record.

This initiative to digitize employment records is a key step in modernizing Ukraine's labor tracking system. It will reduce paperwork and simplify access to employment history information.
