Mandatory Passport Photo Updates and Fines Announced for Ukrainians

Passport Renewal Rules in Ukraine

Ukraine’s State Migration Service has issued a reminder that citizens must update the photographs in their booklet-style passports upon turning 25 and 45 years old, with penalties for failing to comply. Passport holders are given one month after reaching these age milestones to affix a new photo. Violating this rule can result in a fine of up to 51 hryvnias.

While the booklet passport has no expiration date, there is no mandatory requirement to switch to an ID card. However, an obligatory replacement with an ID card is triggered if a citizen misses the one-month deadline for updating the photo, or in cases of damage, loss, theft, or changes to personal data.

Under Article 197 of the Code of Administrative Offenses, using an invalid passport leads to a warning for a first offense. A repeat violation within a year, though, carries a fine ranging from 17 to 51 hryvnias.

Faster Passport Processing Times

The Cabinet of Ministers has approved a reduction in the urgent processing and exchange time for passports to 7 working days, down from the previous 10. This change applies to exchanges and replacements for lost or stolen documents. The standard procedure for initial passport issuance remains unchanged.

As a result, citizens can now receive their documents more quickly while still meeting legal requirements for passport issuance.

Keeping passports up to date is crucial for maintaining the validity of identity documents, which in turn enhances security and personal identification controls. Shortening the production time to 7 working days is expected to improve accessibility and convenience for the public, especially amid ongoing shifts in legal regulations and document standards. This move may encourage timely compliance with document update rules, helping citizens avoid fines and other legal issues.
