No Exams Needed: Germany Lets Ukrainian Refugees Swap Their Driver’s Licenses

Easier Path to a German Driver’s License for Ukrainians

On July 10, Germany’s Bundesrat approved a simplified procedure allowing Ukrainian refugees to exchange their driver’s licenses for German ones without taking driving tests for most categories. Ukraine has been added to the special list of countries in Annex 11. The new rules will take effect once published in Germany’s official legal gazette.

Which License Categories Are Covered

The simplified exchange applies to the following categories:

  • A1
  • A
  • B
  • BE
  • C1
  • C1E
  • C
  • CE
  • D1
  • D1E
  • D
  • DE

For drivers holding categories from A1 to DE, neither a theoretical nor a practical exam is required. Importantly, the Ukrainian A1 category automatically equates to the German AM category. However, there is an exception for those with categories C1 through DE: they must provide proof of health and vision standards in line with German regulations.

Additionally, drivers who hold a C or D category without also having a B category will still need to pass both the theoretical and practical exams to obtain a German B license. The exchange process is application-based, meaning the original Ukrainian license must be valid. German authorities will verify the applicant’s identity, place of residence, and the authenticity of the document. These changes aim to help Ukrainian refugees integrate more easily into German society and improve their mobility.

This decision marks a significant step in supporting Ukrainian refugees as they seek to adapt to their new circumstances.

By removing the need for exams, this streamlined license exchange not only boosts mobility for Ukrainians but also supports their social integration in Germany, making it easier to find jobs and connect with local communities. For many who were forced to flee their country due to war, this policy simplifies daily life and reduces bureaucratic hurdles.
