Ukraine's state railway operator, Ukrzaliznytsia, reported a total freight volume of 161.3 million tons for 2025, marking a 7.8% decrease compared to the previous year. This represents a drop of 13.6 million tons. A notable shift in cargo structure saw construction materials overtake grain to become the second-largest category. Freight was almost evenly split between domestic transport and export shipments.

Shipping Trends and Key Factors

According to the report, iron ore shipments reached 42.8 million tons, a slight decline of 1.3% year-on-year. Construction material volumes grew by 3% to 31.2 million tons. In contrast, grain cargo volumes fell sharply to 28.8 million tons, a significant 27.3% reduction. This sector is a critical component of Ukraine's export economy and a key global supplier.

Domestic shipments accounted for 74.5 million tons, or 46.2% of the total, while exports reached 74 million tons (45.9%). Imports made up 12.3 million tons (7.6%), and transit cargo was minimal at 0.5 million tons (0.3%).

The primary reasons cited for the overall volume decline were:

  • Reduced shipments of coal and grain.
  • A high base effect from substantial grain volumes in 2024.
  • Delays in the 2025 corn harvest.
  • Logistical complications due to infrastructure attacks.

The months of November and December 2025 were identified as a period of particular logistical difficulty.

The drop in freight volumes highlights challenges within Ukraine's agricultural sector and broader economic pressures.

The significant reduction in grain shipments, a major export commodity, could impact the country's foreign currency earnings. Given the complex logistical situation, restoring normal shipping volumes will likely require considerable time and coordinated efforts from Ukrzaliznytsia and all market participants.
