safety requirements in production. The Cabinet of Ministers has initiated bill No. 14109, which provides for fines of up to 600 non-taxable minimum incomes of citizens for violating safety regulations. The document has already been registered in the Verkhovna Rada. This is reported by Ligazakon.
The bill aims to update existing legislation, adapting it to European standards. It concerns changes to the Code of Ukraine on Administrative Offenses and the Criminal Code. As explained by Taras Melnychuk, the permanent representative of the Cabinet in the Verkhovna Rada, the purpose of the initiative is to increase responsibility for violations of the safety and health requirements of employees at the workplace.
What changes in safety rules in production does the new bill No. 14109 bring
The main provisions of the new document:

instead of the terms «occupational safety» and «work safety», the concept of «employee safety and health at work» is introduced, aligned with European standards;

the name of the state body responsible for policies in the field of occupational safety is changing - now it will be an authority on employee safety and health;

administrative and criminal liability is provided for violations of rules that have caused harm to health, especially during high-risk work.
What will be the new fines for employers who ignore safety requirements in production
The amount of punishment will depend on the position and severity of the violation - from 25 to 600 non-taxable minimums. For serious cases, criminal prosecution is even possible.
The government expects that the adoption of this law will help strengthen employee protection and bring Ukrainian labor legislation closer to EU norms.
