Electricity Tariffs for Household Consumers

The Ukrainian Cabinet of Ministers has approved a measure to stabilize household electricity costs by extending the Public Service Obligation (PSO) mechanism until April 30, 2026. This decision establishes fixed tariffs for different consumer categories, aiming to shield families from market volatility. This policy comes as Ukraine continues to rebuild its energy infrastructure amidst ongoing challenges.

  • The fixed rate for standard household consumers is set at UAH 4.32 per kilowatt-hour. This price is guaranteed at least until the end of the next heating season.
  • Households using electric heating systems qualify for a special tariff of UAH 2.64 per kWh, applicable for monthly consumption up to 2,000 kilowatt-hours.
  • For owners of two-zone meters, a night-time tariff of UAH 2.16 per kWh is established, effective from 11:00 p.m. to 7:00 a.m.

It is important to note that other utility costs have risen concurrently. Over the past year, fees for multi-apartment building management increased by 10.9%, waste removal services rose by 4.2%, and housing maintenance and repair costs grew by 3.2%. These hikes contribute to the overall financial pressure on consumers managing household budgets.

The approval of new electricity tariffs during a period of economic instability is a crucial step to ensure the affordability of energy resources for the population. Extending the PSO mechanism until 2026 may help alleviate the financial burden on households, especially given the concurrent rise in prices for other communal services.

This observed increase in the cost of management services and housing upkeep points to a broader trend of rising consumer expenses, which necessitates ongoing monitoring and potential further action by the state.
