Revised Rules for Issuing and Exchanging Driver’s Licenses
Ukraine’s government has revised the regulations for issuing and exchanging driver’s licenses in preparation for the country’s future entry into the European Union. The changes, which took effect at the start of July, affect the validity of licenses issued before Ukraine joins the EU. Under the new rules, these licenses will remain valid until their expiration date, but after EU accession, they will only be recognized within Ukraine’s borders.
License Validity Periods
The updated regulations specify different validity periods depending on the vehicle category. For motorcycle and passenger car drivers—categories A1, A, B, B1, and BE—licenses will be valid for 15 years. For categories covering freight and passenger transport, such as C, CE, C1, C1E, D, DE, D1, D1E, and T, the validity is limited to five years. A first-time driver’s license is issued for two years.
Exchanging a first license without retaking exams is possible if the driver has no more than two traffic violation fines. Additionally, the Cabinet of Ministers has introduced mandatory medical check-ups during the license exchange process.
