Adjusting Defense Force Supply Procedures for Wartime

Ukraine’s government has approved changes to align defense force supply procedures with wartime conditions. The reforms cover:

  • coordination of international aid;
  • codification of explosives;
  • combat medics’ access to pain-relief medications.

The Cabinet of Ministers has updated how international military assistance is coordinated. As a result, Ukraine’s Ministry of Defense now serves as the single hub for consolidating the needs of all security agencies, including the Armed Forces of Ukraine, the National Guard, the Security Service of Ukraine, and border guards. Ukraine will provide donors with one unified list of requirements, which should boost the effectiveness of international funding by eliminating duplicate requests.

New Codification Process for Explosive Substances

Additionally, the Defense Procurement Agency (DOT) will be able to purchase property using foreign funds on behalf of all security agencies. The government has also established a fresh procedure for codifying domestically produced explosives. Previously, explosives were only accounted for as part of finished ammunition; now they become a separate supply item. The codification process will take 10 days after test results are received.

Under the new changes, the Ministry of Defense can independently set rules for supplying narcotic and psychotropic substances in combat zones. Complex peacetime requirements that previously hindered medics in field conditions have been scrapped. As Deputy Economy Minister Yuliia Svyrydenko noted,

“Combat medics must have all the tools and opportunities to provide care where it is critically needed, without excessive bureaucratic procedures.”
These rules will remain in effect for the duration of martial law and for two months after its lifting.

Finally, the Cabinet of Ministers allocated an additional UAH 2 billion to the eRestoration program, enabling nearly 20,000 families to receive compensation for housing repairs. These measures aim to improve conditions for Ukraine’s defense forces during wartime.

The government’s decisions are designed to enhance the speed and efficiency of defense force operations under martial law. Establishing a single coordination center for international aid and simplifying procedures for medics reflects the state’s response to frontline needs. Moreover, funding the eRestoration program represents a key step in supporting civilians affected by the war and should accelerate infrastructure recovery across Ukraine.
