Financial Aid for Acquiring Adapted Household Devices
The Cabinet of Ministers has approved a new initiative to provide financial assistance for the purchase of specially adapted household appliances for people who have lost their sight. This decision also includes updates to the barrier-free environment monitoring system and new employment rules for individuals with disabilities. These measures aim to strengthen accessibility across Ukraine and improve living conditions for people with disabilities.
Under this program, eligible individuals can receive up to 95,000 UAH in aid for adapted household technology, delivered in partnership with the Ukrainian Red Cross Society. The list of available devices includes 26 different appliances tailored to the needs of those with visual impairments. Additionally, up to 2,000 UAH is allocated for banking services. Importantly, this assistance is granted regardless of whether recipients are already receiving other forms of support.
“Defenders who have partially or fully lost their sight will be able to receive up to 95,000 UAH in assistance to purchase adapted household appliances,” said Yulia Svyrydenko.
Upgrading the Barrier-Free Monitoring System
The Cabinet of Ministers has also revised the system for monitoring barrier-free access in communities. Now, the evaluation will cover not only government buildings, transportation, and infrastructure but also residential homes, shops, pharmacies, banks, hotels, restaurants, and other everyday services. This comprehensive approach will provide a clearer picture of the actual state of urban accessibility and help make communities more inclusive.
“This will help us see the real state of barrier-free urban environments comprehensively and make communities more accessible,” said Yulia Svyrydenko.
Furthermore, new rules to support the employment of people with disabilities will take effect on July 1, 2026. Since the beginning of 2022, Ukrainian courts have issued 1,992 rulings in cases related to non-compliance with disability employment quotas. In 995 of those cases, companies were ordered to pay penalties. The total amount recovered exceeded 109.5 million UAH, while the value of rejected claims reached nearly 286.5 million UAH.
Starting January 1, 2026, a 4% employment quota for people with disabilities will be introduced for both the private and public sectors. This will be accompanied by the possibility of unscheduled inspections by state architectural and construction control authorities to ensure compliance with barrier-free standards. As Yulia Svyrydenko noted, “For employers, clear control mechanisms are being introduced, along with the opportunity to receive benefits for creating jobs for people with disabilities.”
These government initiatives represent a significant step toward ensuring equal rights and opportunities for people with disabilities in Ukraine. The updated barrier-free monitoring system and new employment regulations are designed to create a more inclusive environment that meets modern standards.
