Ukraine's Cabinet Approves Overhaul of Military Medical Doctrine

New Military Medical Doctrine Approved

The Ukrainian Cabinet of Ministers has formally adopted a new version of the country's Military Medical Doctrine, replacing the previous document from 2018. Developed by the Ministry of Defence, this updated framework marks the first time the state has explicitly prioritized the role and safety of medical personnel. The primary goal of these revisions is to enhance the system for delivering medical care under combat conditions, a critical need given the ongoing conflict.

Key Reforms in the Doctrine

The doctrine introduces a clear differentiation of authority between government agencies, establishing distinct responsibilities and functions within the military medical sphere. Specifically, the Defence Ministry's Health Department will now be responsible for shaping overall strategy and policy in this field. The Medical Forces Command of the Armed Forces of Ukraine will focus exclusively on the hospital stage and treatment, while the General Staff of the Armed Forces will establish a new unit for the operational management of the entire military medicine chain.

The new doctrine also formally defines the stages of medical care, which include:

  • tactical pre-hospital care,
  • pre-hospital care,
  • hospital care.

The introduction of medical support roles, designated R1 through R4, will ensure a comprehensive approach to servicing military personnel. A vital component of the system is its coverage of the entire care cycle—from emergency aid through to rehabilitation and palliative support.

As Yevhen Moisiuk noted, 'the wounded soldier remains at the center of the system, but we are simultaneously increasing our focus on the life and health of the medical worker.'

These changes are aimed at improving working conditions for medical staff and boosting the effectiveness of care delivery in a warzone. The approval of the new Military Medical Doctrine represents a significant step in adapting Ukraine's medical support to the realities of modern warfare. By focusing on the safety of medical personnel and creating a clear management structure, the reforms are designed to enhance the efficiency of services for soldiers, which is critically important in the context of an armed conflict. This systemic improvement also reflects a growing recognition of the needs of healthcare workers, which may positively impact their motivation and readiness to perform their duties.
