Ukraine’s Civil Aviation Development Strategy Through 2030

Ukraine’s government has adopted a civil aviation development strategy targeting 2030 and established an Interagency Coordination Center to prepare for the resumption of air travel. Communities and Territories Development Minister Oleksiy Kuleba announced the decision. The approved strategy aligns with Ukraine’s European integration commitments and complies with the National Transport Strategy as well as standards set by the International Civil Aviation Organization (ICAO).

Developed by a working group under the Ministry of Development, the document outlines the following key measures:

  • Modernization of airports and air navigation infrastructure;
  • Integration of Ukraine into the European aviation space;
  • Expansion of multimodal transport connections;
  • Adoption of advanced aviation safety standards.
'We all understand the reality our country faces today. Russia continues its massive attacks, and the security situation prevents the resumption of civil aviation flights. The Interagency Coordination Center is tasked with designing a new security framework for civil aviation and airport operations, paving the way for eventual airspace reopening. Kuleba emphasized: 'The global civil aviation system is undergoing fundamental changes due to emerging security challenges. The Coordination Center’s mission is to develop a new safety architecture for civil aviation and airport functioning in preparation for opening the airspace. It will ensure coordination among state authorities, security and defense agencies, the aviation industry, and other stakeholders.'

Once the airspace is reopened, several European low-cost carriers have signaled their willingness to return to Ukraine. For instance, Hungary’s Wizz Air commented on its intentions in connection with a recruitment advertising campaign. In this context, the Ukrainian government continues to work toward restoring civil aviation amid a challenging security environment.

The adoption of this civil aviation development strategy marks a significant step in fulfilling Ukraine’s European integration obligations and could help improve the investment climate in the aviation sector. The creation of the Interagency Coordination Center reflects a serious commitment to addressing safety issues and upgrading infrastructure—both critical for restoring air travel in the country.
