The newly appointed Minister of Social Policy Denys Uliutin, who previously worked in the Ministry of Finance, outlined the approach to changes in the pension system. This was discussed in his analysis by people's deputy Yaroslav Zheleznyak (Iron deputy).
According to him, about 15 million people in Ukraine receive various types of social support, of which 10.2 million are pensioners. He also mentioned 4.6 million internally displaced persons and emphasized that after the war, the issue of financing social expenditures will become even more acute due to demographics and potential reductions in foreign aid.
Pension reform: three directions outlined by the Ministry of Social Policy
The analysis discusses a three-part model: a solidarity system, a review of special pensions, and an accumulation level. For the solidarity system, the logic is simple: the amount of Unified Social Contribution paid should influence the pension, but with consideration of the maximum base for contribution calculation. The problem of special pensions is particularly emphasized, which, according to the video author, significantly pressures the budget and creates inequality among recipients.
Accumulation system: why the mandatory format is being questioned
Zheleznyak pointed out a statement from the interview: the minister does not support a mandatory accumulation model under current conditions. The option of voluntary participation with automatic enrollment and the possibility of opting out is being discussed.
The argument presented in the analysis is: without a developed market of instruments, the funds are most likely to go into government bonds, creating a conflicting financial structure for the state.
Key points highlighted by Zheleznyak include:
- a more transparent link between the Unified Social Contribution and payments in the solidarity system;
- gradual transition of special pensions to professional ones (target up to 13 years);
- accumulations without compulsion, focusing on realistic investment mechanisms;
- "winter support" was received by 17.8 million people, costing nearly 18 billion UAH, which was taken from other social programs.
