A petition has been registered in Ukraine urging the government to postpone the enforcement of a new Technical Regulation for cosmetic products. The full implementation of this regulation is scheduled for August 3, 2026. Changes to Market Entry Rules for Cosmetics

Approved by Cabinet Resolution No. 65 on January 20, 2021, the regulation introduces significant changes to how cosmetic products enter the market. Starting August 3, 2026, all cosmetics being launched for the first time must meet the new requirements. A key shift involves moving from a permit-based system to a notification process through an online portal. This requires appointing a responsible person for each product and creating an information file, which must be retained for at least 10 years after the last batch is sold.

Under the new rules, market surveillance will be handled by the State Service for Medicines and Drug Control. This allows inspections at customs, retail stores, warehouses, online shops, beauty salons, and clinics. Dangerous products may be confiscated, and businesses could face fines. Government agencies only began actively enforcing the regulation in December 2025.

Concerns are already mounting in the cosmetics market. Brands without exclusive representatives in Ukraine are starting to disappear from shelves. High certification and testing costs are shrinking the range of products from Ukrainian manufacturers. Some brands have already halted their operations in the country. Experts predict that after the regulation is fully in place, the market will mainly feature expensive cosmetics, or prices will rise significantly.

There is also a risk of mass closures among stores that rely on self-importation or sell cosmetic and perfume samples. Petition No. 41/010197-26ep was registered on June 26, 2026, with 92 days remaining to collect the required signatures.
