Decisions from the High Anti-Corruption Court
Ukraine’s High Anti-Corruption Court (HACC) has delivered 79 rulings ordering the seizure of property and assets from sanctioned individuals, transferring them to state ownership. These decisions were made during Russia’s full-scale invasion of Ukraine and target a wide range of figures, including Russian oligarchs, lawmakers, collaborators, bloggers, and former Ukrainian politicians.
Individuals Who Lost Their Assets
Among those affected are prominent Russian oligarchs such as:
- Oleg Deripaska
- Vladimir Yevtushenkov
- Mikhail Shelkov
- Eduard Khudainatov
- Arkady Rotenberg
- Yevgeny Giner
- Alisher Usmanov
Russian parliamentarians also saw their assets seized:
- Sergei Kalashnik
- Andrei Skoch
- Olga Kovitidi
Individuals collaborating with occupation authorities include:
- Volodymyr Saldo
- Yevhen Balytskyi
- Dmytro Vorona
Bloggers and public figures who faced asset forfeiture:
- Artemy Lebedev
- Taisia Povaliy
- Dmytro Kyselev
- Yuriy Kot
Former Ukrainian politicians also lost assets:
- Viktor Yanukovych
- Dmytro Tabachnyk

Since May 2026, Ukraine’s Ministry of Justice has been pursuing legal cases against former Prime Minister Mykola Azarov and his son Oleksii Azarov. Mykola Azarov has been under Ukrainian sanctions since March 2021, with the latest extension approved by the National Security and Defense Council in November 2023 for a ten-year period. Oleksii Azarov was added to Ukraine’s sanctions list in May 2025, and these restrictions will remain in effect until 2035.
Olena Vakulenko stated: 'It is precisely in response to Russia’s aggression and invasion of a sovereign state that Ukraine takes action against the aggressor country and those who support it.'
These court rulings highlight Ukraine’s efforts to combat corruption and bolster national security during wartime.
