Who Will Not Be Sent to the Frontline After Conscription: Categories of Military Obligors

Ukrainians have been informed about who will not be sent to the frontline after conscription.


As reported by 'Khvylya', this is stated in the Law of Ukraine 'On Military Duty and Military Service'.



During active hostilities in Ukraine, a general conscription for military service is in effect, however, the law clearly defines which categories of conscripts may perform duties further from the frontline or in positions not related to direct participation in combat. Mobilized citizens are not sent to combat zones without appropriate military training.



Who is Exempt from Frontline Service?


People with a number of chronic diseases are exempt from being sent to the frontline, including:



  • disorders of the musculoskeletal system;

  • heart and vascular diseases;

  • digestive system disorders.


Such service members may perform duties in rear units, however, they are not involved in service in elite airborne forces, marine corps, or assault groups. The military leadership of the country emphasizes that priority for deployment to the frontline is given to those with combat experience and necessary qualifications. Mobilization procedures are regularly adjusted based on the needs of active troops, and changes in laws strengthen the legal regulation of the status of military obligors.



How Can Students Apply for Temporary Exemption from Conscription?


Exemption from mobilization is granted to students of full-time and dual training forms.


A record is now created in the centralized electronic education accounting system confirming that the student is maintaining continuity in the educational process.


Moreover, educational institutions provide complete data about their students, including those of conscription age who have just entered the first year, to local recruitment centers.


Educational institutions advise students to regularly appear at the TCK every six months, as some may be expelled based on the results of sessions. Information about expelled students is also sent by educational institutions to TCK and conscription services.
