Updates to Housing Assistance for Internally Displaced Persons

Ukraine's government has revised the framework for providing housing support to internally displaced persons (IDPs), pushing the application deadline to June 1, 2026, and broadening eligibility. The Main Directorate of the Pension Fund in Zakarpattia Oblast released this information. These updates were developed by the Ministry of Social Policy of Ukraine in cooperation with the Cabinet of Ministers.

A major change is that financial aid for children of IDPs will now be granted regardless of household income. If parents submit their application by June 1, 2026, child payments will be retroactively calculated from February 1, 2026. This measure aims to protect the most vulnerable groups. As officials from the Main Directorate of the Pension Fund in Zakarpattia Oblast stated,

'They expand the categories of recipients so that, irrespective of family income, children of IDPs receive living assistance and new opportunities for people unable to work.'

Additionally, individuals with disabilities who previously lost their benefits due to an increase in the subsistence minimum have had their eligibility restored. For this group, payments will begin from January 1, 2026, provided they apply by June 1, 2026. This change enables more people facing difficult circumstances to access crucial financial support.

Extended Payment Duration and Support

The revisions also affect how long support lasts. The maximum number of six-month payment cycles has been increased from four to five, allowing the most vulnerable displaced individuals to receive state assistance for an additional half-year. Experts noted,

'The maximum number of six-month payment periods has been extended from four to five. This will allow the most vulnerable categories of displaced persons to receive state support for six months longer.'

Consequently, the total support period for IDPs now extends to 30 months, marking a significant step toward improving social protection for internally displaced people in Ukraine. These changes reflect the government's commitment to providing adequate assistance to those facing harsh living conditions.

These updates to IDP housing aid represent a vital move to enhance social support for individuals affected by conflict and forced to leave their homes.
