The Ukrainian Navy reported that Russia constantly uses civilian vessels for reconnaissance and sabotage at sea. They even employ a 'shadow fleet' with forged flags from countries that are not entitled to issue maritime flags. Thus, they violate international maritime law.
'Russia has previously used civilian vessels for reconnaissance. This is a typical practice for them. They employ this hybrid approach in all areas, from informational to combat,' explained a representative of the Ukrainian Navy.
According to him, Russia actively uses this tactic to mask its military operations and to compete in various conflict situations.
A representative of the Armed Forces of Ukraine emphasized the threat posed by Russia's use of civilian vessels for military purposes. He pointed out that this tactic is difficult to detect and counter, creating serious challenges for maritime security, and stressed the importance of international cooperation in this matter.
