The Ukrainian parliament is discussing the possibility of implementing a penalty point system for drivers. The bill, submitted on October 21, aims to improve road safety. Its initiator is Volodymyr Kreidenko, a deputy from the 'Servant of the People' party, who stated that such a system already operates in most European Union countries.
Accident Statistics
According to the Department of Patrol Police of Ukraine, over the first nine months of 2025, more than 16,000 traffic accidents with casualties occurred, resulting in the death of 1,968 people. One of the priorities is to deter drivers from speeding, which is a common cause of accidents. This was reported by Oleksiy Biloshytskyi, the first deputy head of the department.
The Penalty Point Mechanism
According to the bill, drivers who systematically violate traffic rules will receive penalty points. Accumulating these points may lead to a temporary or permanent revocation of the driver's license. The goal is to make drivers more responsible in their participation in traffic and adhere to the rules.
Responsibility for Violations
Since the beginning of the year, over 3.9 million traffic rule violations have been recorded through the automatic detection system and about 600,000 cases using TruCAM devices in manual mode. Speaking about fines, it should be noted that they are not only a punishment but also an attempt to ensure the safety of all road participants.
The draft law on the introduction of penalty points for drivers in Ukraine has been registered in the Verkhovna Rada and aims to improve road safety in the country. Considering the statistics of accidents and violations of traffic rules, the initiative is gaining relevance in the context of reducing the number of traffic accidents and casualties on the roads.
