EU Enlargement Commissioner's Statement
The European Union's Enlargement Commissioner, Márta Kőcs, has stated that Ukraine's accession to the EU in the near future is contingent on ending the war and implementing necessary reforms. She clarified that the European Commission views Ukraine joining the bloc by 2027 as an unrealistic timeline.
“Everyone in this room knows it is impossible for Ukraine to become a member of the EU on 1 January 2027,” Kőcs noted.
Key Conditions for Ukraine's EU Accession
The primary conditions for Ukraine's EU entry are achieving peace and carrying out reforms. Kőcs emphasized that
“first you need peace - that is important - then you need to do the reforms... investors, as you know, will only come to Ukraine when they can make money and when their investments are safe.”
This assessment comes as internal EU disputes over continued support for Ukraine have intensified following a recent summit. At that summit, Hungary opposed new financial decisions and sanctions against Russia. The position of Hungarian Prime Minister Viktor Orbán was supported by only one other country, and EU members are increasingly resorting to smaller, restricted consultation formats instead of full meetings to avoid sharing sensitive information with Hungary. The President of the European Parliament, Roberta Metsola, stressed the critical importance of supporting Ukraine, stating that
“support for Ukraine is a matter of security for the whole of Europe.”
The Commissioner's remarks highlight the complex challenges surrounding Ukraine's European integration, which requires not only peace but also deep structural changes. The path underscores the vital role of sustained international backing for Ukraine's post-war recovery and its ability to attract investment. However, internal EU divisions, particularly Hungary's stance, threaten to complicate the bloc's collective efforts to provide this crucial support, which is widely seen as a fundamental security issue for the continent.
As the discussion around Ukraine's EU membership continues, it is important to consider the proposed accelerated approach that Ukraine is advocating for. This plan aims for a potential agreement by 2027, despite the challenges highlighted by the EU Commission.
