From January 1, 2026, IDPs will receive new assistance: who will be entitled to payments

New initiatives for IDPs from January 1, 2026

From January 1, 2026, the state will maintain basic payments for internally displaced persons (IDPs) at the level of the previous year, expand housing programs, and introduce a new type of assistance for officially employed displaced persons. According to the new conditions, the amount of monthly assistance will remain unchanged: 2000 UAH for adults, 3000 UAH for children and persons with disabilities. Payments will be made to cards on the 15th and 28th of each month until February 2026.

Additional assistance and housing programs

In addition to basic payments, a one-time additional assistance of 2000 UAH has been introduced. This assistance will be available to displaced persons from dangerous regions who have continuous official work experience for the last 6 months. Significant funds are allocated in the 2026 budget to address the housing issue for IDPs, specifically housing vouchers of 2 million UAH for displaced persons from temporarily occupied territories (TOT) who have the status of combatants or disability due to war.

Additionally, 4.4 billion UAH has been allocated for compensation of the down payment and interest on mortgages for IDPs. These measures are aimed at improving the living conditions of displaced persons and providing them with necessary support. The normative area for housing provision is 13.65 square meters per person, but not less than 35.22 square meters per family. To receive assistance, it is mandatory to have an official rental agreement registered in the database of the Pension Fund of Ukraine (PFU).

International organizations also continue to provide assistance. For example:

  • Caritas provides assistance for solid fuel in frontline regions until March 31;
  • UN focuses on emergency payments after shelling and evacuation;
  • Red Cross finances repairs of damaged housing in Poltava, Cherkasy, and Kirovohrad regions;
  • NRC pays 2200 UAH per month for a quarter to residents of frontline zones.

Thus, the new initiatives that will come into effect on January 1, 2026, are aimed at supporting IDPs and improving their living conditions, which is a top priority in government policy during this period. Maintaining basic payments and new assistance programs can significantly alleviate the situation for displaced persons, especially in the context of ongoing war and instability in the country, highlighting the state's commitment to social support during difficult times. International assistance also plays an important role in providing additional resources and improving living conditions for IDPs in Ukraine.
