From 2026, localization in public procurement will rise to 30%: what it means for business

Changes in the level of localization of public procurement in Ukraine

Starting January 1, 2026, the level of localization in public procurement in Ukraine will be raised to 30%. This means that the share of the Ukrainian component in the cost of goods must be at least 30%. The localization requirement applies to 128 types of goods in the manufacturing industry, which will significantly impact the business operations of companies participating in public procurement.

According to the new conditions, the localization rate will increase to 40% in 2028. A transition period will be established for suppliers from January 1 to March 31, 2026, allowing them to adapt to the new requirements. It is important to note that in 2025, the list of goods with localization requirements was expanded to include 25 new types, further emphasizing the importance of localization in public procurement.

Optimization of localization confirmation procedures

Moreover, the procedures for confirming localization through the Prozorro platform have been strengthened and optimized, which will facilitate more effective monitoring of compliance with the new norms. These changes may significantly affect the competitiveness of Ukrainian producers and open up new opportunities for the development of the domestic economy.

Increasing the level of localization in public procurement is an important step towards strengthening Ukraine's economy and supporting domestic producers. The rise in localization requirements may encourage companies to invest in modernization of production and improvement of product quality, which in turn may have a positive impact on the labor market in the country.

The introduction of new standards also demonstrates the government's commitment to stimulate the development of the national economy and reduce dependence on imported goods.
